I liked to imagine some Orc Mages were penitent Warlocks, but younger ones were likely just interested in magic and had plenty of opportunities to study Arcane in the modern Horde. Demon hunters came first but I think a lot of the more recent lore undercut the older focus on demon hunters being very magically powerful. Illidan himself was a mage first, after all. He's basically just a warlock that then decided to also be a melee guy. Warlocks use souls as fuel for spells.
