Edit: I figured it out! ESO on my steam deck (for some reason) will auto-detect what controller setting I'm using and change accordingly. If I have any sort of gamepad/joystick config, it displays a console-type menu that does not include add-ons. If I have my config set to Keyboard & Mouse, it pulls up the PC menu that includes Add-Ons. If you don't own ESO on steam you have to buy it first, and then link your ESO account to your steam. then you can play eso on your PC (without steam) and play on steamdeck.
